As it is clearly, mentioned, children under the age of 'three' years suffer most severely.

The correct answer is option c. It is completely correct to say “there is A need” but wrong to say that “there is a need to REVISING the school timings.”,it should be to REVISE the school timings...thus the answer is option c.
