Arrange the jumbled words appropriately to form a meaningful sentence :

I have a doubt...It's grammatically incorrect to say,"You should consult dictionary " as it should be, "You should consult a dictionary." And in that case, I don't see why B can't be the answer as that is just the passive voice of the sentence...Please advise,Thank you
