IRRESPECTIVE of volume ,it will contain equal no. of negative and positive charges. according to your que., you have 0.3L of water. assume that you have 36g of water(since the weight is not mentioned).Then calculate total moles of it(=2 moles).THEN ,calculate total moles of (H+) IONS i.e, +charge[=4 moles].Then,4*6.022*10power23. finally,total no. of +charge=24.088*10power23. Scientifically and theoretically speaking, you can go back in time if you can go faster than the speed of light. If you do so, the time dilation will technically allow you to reach your destination before you have even left, thus making you travel back in time. But it is impossible according to Einstein's Special Theory.. You could also travel through wormholes which are something like theoretical warps in the fabric of space time.. I don't know much about them though... It all comes down to relativity.
