Thought it would be have arrived....... but SOF says arrived. Did not get any explanation though.....

I think D is the correct answer. It is because 'have' is used to represent a verb after something happens. Ex: Call me after you have arrived- means -after you have arrived call me. It basically tells when exactly. Whereas, if you are not putting have in the sentence it is basically an instruction or something which happens regularly.
