let me explain. There some things to consider- the friction on ground, the air resistance(negligible), rotation of earth(Centrifugal force as the man is in non inertial frame) and gravitational force.As soon as the gravity disappears, there are only three force- air(negligible, friction, and earths rotation. Because of his inertia due to being in under constant action of centrifugal force, he will fly out tangentially

BUt in the question, as it is written, that there is no earth rotation to be considered, then from newton's first law of motion(intertia), the man will remain stationary. I have confirmed from other sources also.
