This question IS right. If the blue ribbon was half of red, red was twice of blue. Which is 5.96. She used 1 2/5 of it, or 1.4 as a decimal. Out of 5.96, she used 1.4 which is 4.56. Divide that by 4 and you get 1.4

They told us that they use 1 2/5 'metres' out of the 5.96 metres the red ribbon had. So the question is right.
