Though building dams are far higher risks to the environment, I think the answer is (B) i.e. dumping wastes.
Land, water, soil and air pollution are primarily caused by illegal dumping. The harmful chemicals in the waste affect the physical environment and the waterways by contaminating groundwater and soil.
Moreover, you didn't mention in the question, that dumping wastes mean dumping biodegradable wastes....
