How many more squares of side 1 cm must be added to the given figure to form a square of side 5 cm?

figures in the question shouldn't be so unclear.

Class : Class 9

it should be 14 because it only asked how many are needed to make 5cm on each side(1cm =1 side of the block, so five blocks on each side) but it has filled the centre blocks (the blocks inside the edges). wrong answer.
