I think that the correct answer is the A) option . Please explain .

Ya affirm and proclaim ARE synonyms, Ananya, but proclaim does NOT always mean to emphasise. The most used meaning of proclaim is to announce officially or publicly. And affirm means to say something emphatically. Therefore, (I agree with all those who say that) D is correct answer. ☺
